Victoria’s Club Permit Scheme (CPS) allows eligible vehicles to be used on the road for limited, non-commercial purposes. Vehicles registered under the scheme are issued maroon plates with white lettering, making them easily recognisable.
Eligibility
- You must be a current, financial member of TLCCV to apply through the club.
- Your vehicle must have been manufactured more than 25 years prior to application.

Applying for the CPS
Registering a vehicle under the CPS involves several steps.
Step 1. VicRoads forms
To begin, complete the two below forms and email them to the club Secretary to confirming your eligibility.
The two forms you are require:
- Club Permit Application Form – Completed and signed by you and the club Secretary
- Vehicle Eligibility and Standards Declaration – Completed by the club Secretary
Applications must be submitted to VicRoads within 30 days of signing, or they will need to be resubmitted.
If your vehicle has been modified additional certification (such as a VASS certificate) may be required.
Step 2. Proof of ownership
You must provide documentation confirming ownership. This should include details such as VIN or chassis number, engine number, buyer and seller information, and date of sale if possible.
Step 3. Vehicle identification
Submit a set of dated photographs (6 x 4 inch) including:
- Front view
- Driver’s side
- Rear view
- Driving position (side-on with door open)
- Any identifiable numbers (VIN, engine number)
These are retained by TLCCV for records.
Step 4. Roadworthy Certificate
A current and valid Roadworthy Certificate is required in line with VicRoads regulations. This applies to all applications, including vehicles previously on club plates.
Step 5. Submit your application
Once all requirements are complete and have been signed by the Secretary you can then lodge your application and supporting documents with VicRoads.
After receiving your plates, you must advise the Secretary of your plate number and renewal date to ensure your vehicle is recorded.
Renewals
Renewal need to be signed by the club Secretary and then can be submitted directly to VicRoads.
Be sure to allow sufficient time and monitor your renewal dates closely. Permits more than 60 days overdue cannot be renewed and will require a new application.
